My brother is interested in checking out Matthew's Kajukenbo in Midland, Texas. Does anyone know if this is a legit school?

He's listed on the Kajukenbo Family Tree as getting his black belt in 2004 from Prof. James Cox. So yes, he's a legitimate instructor. Next step is to check out the school and see if he's a good instructor.
